Processor, RAM and Hard drive are the main components to tell you the computer's performance. You then need to do price shopping online to see if there are any stores that offer what you need at the price you can afford. If you are going to look into buying a laptop, I would suggest spending no less than $500. At $500 you are going to be able to step into a good brand of computer that has atleast a dual core processor, about 2 to 4 GB of DDR3 Ram and probably about 500 GB hard drive. You will then have to buy (if needed) a Microsoft Word package and Anti-virus. So on top of spending 500, word is about 130 and antivirus is about 50. so add 180 to whatever you spend.
Now onto what exists for about $300. For 300 you might be able to buy something that is mid-grade and on clearance. This means that the computers warranties are going to be a bit sketchy and the computer might actually have been a display. If you are looking to buy a brand new one for 300, you might have to wait for either black friday or a back to school sale. If you are willing to cut down on speed and disk drive, you can actually buy a pretty decent Netbook for 300 or a little less. Netbooks can get the job done, but you have to have patience with them. Most netbooks only have 1GB of ram, about 150 Gb hard drive, 10 inch screens and very basic single core processors.

Laptops are high in price because portability is a factor. With a desktop, you have much more room to put components in there that arent designed to be very small. This means that the components are going to be cheaper and more efficient. But if you have your heart set on a laptop, i would suggest saving up AT LEAST 500. And even then your best bet is clearance. If you want a good laptop that is going to last you a couple years, you may want to spend 800.
laptops are a small investment. And unfortunately they really are one of those products where 'you get what you pay for'

you cant get a computer that cheap even without windows 7 u can get a really bad computer for 500 bucks a decent one would be about 600 dollers
