Are puberty stages programmed in set stages?

I've had almost all the puberty stages, voice broken, pubic hair, armpit hair, minor facial hair, acne and a few more. I'm 16 and male, but I'm only 5"5' (about 164cm's) tall. I was just wondering/hoping if puberty stages aren't pre-staged? Cause I'm hoping to get a growth spurt as I've never had one before, I haven't grown in over three years! Not even a centimeter, and I've measured myself correctly. I even mark a line on the wall and no change in height whatsoever. So is it likely that I'll have a growth spurt soon? I think I've out-grown my relatively short parents but I'm really hoping that I can grow another 10 cm's or so as I haven't had a growth spurt yet. Is there anyway to check if I still have the potential to have a growth spurt? (without having an x-ray that is)

So to sum up, how likely is it that I will have a growth spurt, and is puberty stages set or is it interchangeable ie: Pubic hair, deepening in voice, facial hair, growth spurt or even the reverse order?

Thank-you so much for your help and it's much appreciated! I know that genetics play a large role in my height but my uncles and aunts are a bit taller than my parents and one uncle is about 5"11' so it may be a recessive gene? And I've had many cousins (almost all) with parents as short as mine but they turned out to be 6" or around that, so it may be the fact that my parents were malnourished as children.

Sorry for babbling on so much but I really want to hear the words that I want to hear.
