I understand most art teachers DO NOT like anime art, which I get because they think its all the same, or its copied, or overused but do they prohibit the style completely? or do they just not want you to draw nothing but anime? because if its just drawing nothing but anime im fine with that I know how to draw other things, but being completely banned from using my style of anime (which is all original ) in anything would suck.

It's not that they don't like anime art. It's just that anime is just one style. They want you to explore as many styles as you can before choosing your own. You have to master drawing from life first. It also depends on the assignment. Some assignments will be strict, like do a still life drawing of this. Some will be more abstract and you will get to choose how you want to do it. If you are going to do an assignment in an anime style, be sure to make it stand out. Add extra details, perfect shading, anything that makes it show that you are actually an amazing artist who just chooses to draw anime rather than you're an ok artist who likes it because it can be relatively easy and simple. I would impress your teacher with realistic drawing skills before making something in an anime style. You can always ask your teacher as well. They'll usually listen and help you decide how to make your pieces better. :)
It really depends on the school and the major. For the most part you will be discouraged from using it, at least until you have mastered the basics and they feel you are ready to use your own style. If this is important to you, research the major and look at other student's work. If you see nothing resembling cartoon/anime art, chances are it won't be appreciated at this school.
