Í'd like to work out again after 4 months break. Before 4 months of break, I ate lot of tofu for meals and drank protein shakes after work out. I'd like to quit protein shakes. I only eat fish once in a while and I eat no other meat. Can I gain muscles still?

Yes. Protein helps repair muscles so you can eat beans for that. Your body type really determines how much muscle you gain. Ectomorphs have trouble gaining muscle and are very skinny. They also have trouble gaining weight. Endomorphs are heavier set and can gain weight in fat easily. They are generally the ones that struggle with their weight. Mesomorphs build muscle very easily but they can also gain weight in fat if they don't train.

Firstly fish isn't vegetarian but it's a great source of protein though you may want to watch out for the mercury levels due to bio-accumulation up the food-levels.
But yes vegetarians typically just have a more limited amount of high protein foods to use as a protein source, dairy constitutes alot of vegetarians main source of high protein meals. Shakes are not necessary they are merely a cheap time-efficient way of getting in protein to meet your macronutrient needs. Lentils, dairy, eggs & to a lesser extent beans/grains would probably constitute the best sources of protein (alongside being cheap) to obtain needs.

I do. I gain muscle quickly, and I'm a girl. I eat high carb, low protein, low fat. I'm not a weight lifter, but I work out here and there and my calves can't be beat (well maybe they can). I've been a vegetarian since 1998.

Certainly, but you will have to eat a really well balanced vegetarian diet, with lots of balanced vegetable proteins. If you eat dairy and eggs, that will help. Too much tofu is not healthy, especially as it can mimic some effects of estrogen, among other things.
