I was dueling someone and I attacked their face-down Winged Kuriboh. They then continued to believe that they could use Transcendent Wings before Winged Kuriboh was destroyed in order to summon Winged Kuriboh LV10 and use that effect to kill me. I strongly believe that this is impossible. Who is right?
Update:Except that rush recklessly increases the ATK, for Transcendent Wings, Winged Kuriboh must be essentially tributed, which is not possible if it would be destroyed.

Depends when they activated it.
1) During the damage step, which is when it's flipped to reveal it's Winged Kuriboh, then no. Transcendent Wings cannot be activated during the damage step at all.
2) During attack declaration (same window for something like Mirror Force), they may.
While there is an old Upper Deck ruling that states a face-down Winged Kuriboh may be sent, if this is followed, then they can do it during attack declaration.
If traditional logic is applied, which implies the monster has to be face-up first, then it cannot be done since they'd have to wait for damage calculation to show it's the correct monster, but it will be too late then.
transcendent wings is technically a quickplay spell. If your opponent sets it down, it can be activated just like a trap card. .__. Same way people set down rush recklessly etc then activate it when attacked to give an atk boost.
