What does it mean when a person has his diabetes under control with medicines and exercise? does it mean that his blood glucose levels are in near normal range or does it mean that he is not experiencing any symptoms like acute fever of an on or boils on the body or and symptoms as such.Whom should we consider as the disease under control?

I never had fever from diabetes. Sores yes. But control is when you are in a range that is normal or very very close to it . Any reading over 140 causes problems.

Diabetes will not cause symptoms like fever unless there is any secondary infection due to decreased immunity in diabetes. It may cause boils if remained uncontrolled for a longer period of time or to say in later stage.
Diabetes under control means the blood sugar levels are in the normal range. Fasting blood sugar: 70-110 and post prandial (2 hours after meal) 80-140.

Not sure what disease you're talking about because diabetes doesn't cause a fever or boils on your body.
