Does anyone know of software that can convert disk image formats? Te formats I want it to support are: VDI, VHD, DMG, and ISO. I'd like it if it could handle other formats also. While I'm asking this question, can I run a VirtualBox VM off of a vhd on an external HD.

Don't confuse 'Disc Image' with 'Virtual Disc'. You can convert between disc images, or between virtual discs, but you wont find a free or cheap program to convert a disc image to a virtual disc, or vice verse. If you install Windows as the guest OS in the virtual machine, you can then install an image drive like Daemon Tools to mount the disc image.
Using UNetbootin, you can 'install' a Linux distro on a USB drive - I have run Linux Mint from a memory stick. Oracle VM VirtualBox & image drives are available for Linux.
