All the major companies charge for a renter under 25.... with the following exceptions:
federal government employee or active duty military
USAA member (with certain companies)
If the company you work for has contracted a corporate account with a car rental company and have specified that their employees must be able to rent under 25, then the normal underage fee would be waived.
some companies waive the underage fee if it is an insurance replacement rental that is being direct billed to your insurance company

All major companies do charge. Maybe some small independent ones don't. Get Yellow Pages and start calling them.
