They describe a group of people who were once against the Prophet and plotted against him, but their plots were foiled by Allah and they joined the Prophet's side but kept many doubts and did not give full allegiance because of lingering doubts in their hearts that Allah had appointed the Prophet and wanted them to give full allegiance to the Prophet as His messenger?

The story actually starts from ayah 43.
It refers to the time when the Prophet pbuh was preparing for an expedition in place called "Tabuk". Some people did not want to go and fight, so they made excuses.
The Prophet pbuh, who was known for his kindness, accepted all their excuses, partly because he didn't want to overburden anyone. Allah tells us in ayah 46 that if they were sincere, they would have prepared themselves, but because they were irresponsible, and looking for excuses, Allah made it easy for them (to stay behind and probably not even feel shame/guilt).
Then ayah 47 says that had they gone out with this bad attitude, they would have only caused problems for the muslims....
In this series of verses, Allah is speaking about the raids Muhammad led against the Byzantine Christians at Tabuk.
There were too many "bad" Muslims in the prophet's company who were unwilling to kill for him - Qur'an 9:42
[9.49] And among them there is he who says: Allow me and do not try me. Surely into trial have they already tumbled down, and most surely hell encompasses the unbelievers
Muhammad was "tempting" Muslims to fight for him. Those he couldn't seduce, Allah condemned.
