The answer is simple....IF you want to keep it simple...First thing you need is a web host...try Simple Helix at http://www.simplehelix.com/hosting/aff.php?aff=109... I use them and they have amazing support (which you will need). It costs a bit more than the crazy low prices that many companies charge....and there's a reason for that...it's because they have clogged servers (this means your site will be slower), and their customer service is usually stressful.
Simple Helix also has many one click installs, all free stuff, including ecommerce carts. If you Google html editor you will find many free web builders...but if you want to make your life easier...Adobe Dreamweaver or Microsoft Expression Web are the two best html editors on the market today.

I recommend you to use CSS, XML and JavaScript, because they are the web standards according to W3C. It will take you time to learn that but it is the best you can do, if you want to build a good website according to the world standards. Otherwise, if you do not want to strive studying, use a blog as a webpage, which is the easiest way, but not the best. Visit W3C official website for more details about creating sites with web standards.

I wouldn't really recommend that you create a static HTML site though. It is entirely up to you obviously - but my recommendation would be to ease your process by using a content management system like WORDPRESS. Adobe Dreamweaver CS4 is by far the best program to use for designing your own web pages. To make more dynamic pages you should learn about CGI, python and Java scripting, C programming, perhaps some Flash. Good luck.
