Plants can have capsules, but bacteria can have them, too. As far as I know, plants don't have fimbriae (but they can be coated in tiny hairs).

Talking in microbial terms, a capsule is a protective layer around a bacterium, virus, or other microbe. Fimbriae are little hair-like things coming off of the surface of a microbe that are used to hang onto surfaces or other microbes. If a bacteria has fimbriae, it usually has many of them that coat the surface.
