Start at the base name, and work backwards.
a) the base of the molecule is butane, CH3-CH2-CH2-CH3
Tetramethyl tells you that there are 4 methyl groups (-CH3) as side chains, and they are located on atoms 2, 2, 3, and 3 on the butane chain. The carbons are numbered so that you get the lowest numbers possible for the substituents. In this case, it's not going to matter, so starting from the left end, you have 1-2-3-4. To get the methyls there, you have to replace hydrogen with methyl, so you will have
CH3-C(CH3)2-C(CH3)2-CH3.
1-2-(methyls)-3-(methyls)-4
b) Base chain is heptane, 7 carbons long, single bonds.
We'll number them 1-2-3-4-5-6-7. Carbon 2 has a methyl group (-CH3), and carbon 4 has isopropyl [-CH(CH3)2]
So substituting appropriately, we get
CH3-CH(CH3)-CH2-CH(CH(CH3)2)-CH2-CH2-CH3
1-2-(methyl) -3-4-(isopropyl)-5-6-7

I wish I could draw these structures for you, but the easiest way to go about solving this problem is to begin at the end of the name you were given. For example - a) is butane which consists of four carbons in a straight chain. Once you have your carbons number them 1-4 and then on carbon 2 and on carbon 3 you will add CH3 groups. Complete the structure by adding in H's where ever carbon does not have four bonds. Prefixes such at bromo, and chloro simply mean to add either Br or Cl to that specific carbon. If cyclo is used, your structure is a ring. Hope this helps!
