for Vista, right click on the desktop then click personalize, once there look to the left pane near the top and click Change Desktop Icons, this is where you choose which icons you want to appear on your desktop, Select the Recycle Bin, close/OK out and you're all done
If you really, truly have permanently deleted the Recycle bin, then follow the instructions in this URL

Backup (Export) your Registry BEFORE you do any of this mucking around.
Right click on the file [in the recycle bin] and then select RESTORE.
If it's not in the recycle bin then there is no way of retrieving it.
open explorer
scroll down the directory to you see recycle bin
click and drag it onto the desktop
