Personally I don't find the act "sinful". Your his parent and your allowed to make the rules. At the end of the day he will find a way to do it if he wants. In my mental health clinicals we are taught that masturbation isn't a negative thing if it is being done in a private place (such as a bedroom/bathroom). Well thats sounds like sex education. Theres no really away around it but to confront him but be sure youl be able to communicate with him at his level of age. Try asking guidance on how to tell him thru the guidance councilor of his school.
