1. So if you try to reset it and then click on OK it defaults back to the time it was before?

3. The windows clock is usually based on 2 things.
a. The BIOS clock settings.
b. The settings inside windows (is it set to the correct time zone?)
If the BIOS clock is OK, and you have checked all the above settings in the Windows settings for the clock, but they won't maintain those "changes". --Update here and I will walk you through how to remove and re-install that part of Windows.

It could very well be the small battery inside your computer (CMOS)
