So my cousin is gonna move to Texas in 2 days and live here with me and and my Dad (his uncle), he's only 16 or 17. His mother is not coming , she can't make it till late November. His life is in danger that's why he's being sent out to texas (i can't go in to details, well i can but it's just a long story).
So my question is can he be enrolled in school without his mother being present ?

She should have a statement notarized that states that your dad is taking care of him temporarily and has the ability to enroll him in school, seek medical care, and make decisions for him. Some schools won't ask for evidence of custody, especially if your dad presents him as his son, but some may, and it's always good to have paperwork just in case.
