Today two timid but friendly kittens wandered up to our doorstep, we assume they must have been dropped off near by recently. My sister was giving one a small piece of meat and it ended up biting her finger and breaking the skin. She washed it several times with anti-bacterial soap and left it uncovered to bleed (as suggested to try and let any bacteria out) What are signs that it's a serious problem/could be infected?

Your sister should be fine.i have had cats my whole life and have feed strays and such been bitten and scratched plenty and have never gotten sick cats are pretty clean animals and since you stated she washed her hands she will be just fine.
watch it closely. it should be ok, just watch for infection. (turning really red, puss, very tender to the touch) cat bites arent as bad as cat scratches. those are what you have to worry about.
she should just make sure that she keeps it clean and covered... if there are signs of infection go to the doctor.
