Quite possibly. It is also the time of year where fungus infections or yeast can set up shop down there because it is generally dark and damp. Wash thoroughly with soap and water, pat yourself dry and dust your private parts lightly with baby powder or cornstarch powder. Wear loose fitting boxers or no under ware at all until it clears up. If that itchy feeling continues for more than a few days, it is more likely that a jock itch has started and you will want to get some medication for that. The key is, keeping everything very clean and dry as possible and changing your under ware immediately if they get sweaty.
