and she received a text from her mom and her phone went off and the teacher took her phone and went threw the calls, in-box, sent messages pictures, and I'm wondering if that is 1st off legal/illegal and if it is legal is that right and 3rd what can be done

uhm wow that would piss me off, i would talk to your principal or have your friend talk to your principal.
idk if illegal but its definitely an invasion of privacy. and the teachers are not aloud to do that.
i know if a teacher did that to a student at my school the teacher wouldn't be in a good position.
if you dont want to talk to the principal maybe ask another cooler teacher if its right for them to be looking through your phone. and see if there are rules on that.
teachers should not look through phones, but they are not allowed in schools except for after school activities. Mom texted, she should know better, but I probably would do the same. lol
that teacher should not be looking in her phone
