Is Dark Arisen a full blown sequel to Dragons Dogma? Or is it more like Dragons Dogma 1.5? I ask because I saw it on the shelf for £20 brand new, and there have been other games like White Knight Chronicles, where the sequel (WKC2) contains the whole game of WKC1 with a little extra content. Is this title the same? Or is it more like Dead Island Riptide; a different story but it uses exactly the same engine etc. as the first game.?

It's definitely more of a 1.5, unfortunately the only way to get the Dark Arisen expansion (as of right now, but I highly doubt Capcom will change this) is to buy the Dragon's Dogma: Dark Arisen game (40 bucks new).
For explanatory sake, I'm going to refer to Dragon's Dogma Original as DD and Dragon's Dogma: Dark Arisen as DD:DA
It's technically an "expansion" in terms that it gives you a "new" location, quests, items, and customization opinions. However some of the "new" addons encompass the DD's DLC* (some items and character customization)
(* DD:DA has DD's DLC. This means there's absolutely no point in buying DD's DLC as DD:DA has it built-in. You'd be wasting your money.)
DD:DA also changes some skills (for class balancing purposes). For example: one vocation (Assassin) had two augments in the game that allowed them to do 70% more damage if they were alone / at night.
In the end, most players would run with only their main character and murder everything with ease.
DD:DA changed the percent coefficient to only 20% (super hard nerf!)
DD:DA also gives you two disks, the actual game and the HD texture pack.
Don't be fooled, the HD texture pack only restores the graphics to what it was before.
In order for DD AND DD:DA to fit on one disk, they have to severely degrade the graphics of the game, so in order to offset that they included the "HD texture pack" + Japanese voice acting.
TL;DR - There are differences between DD and DD:DA, however it is not enough to be considered a separate game.
Final verdict: I recommend getting DD:DA, however if you have a DD save (doesn't matter how far you've gotten, probably until you've gotten your Main Pawn though it could be earlier) you're awarded with some bonuses. (additional 100k rift crystals (currency for renting other people's pawns / customization features) / 6 additional outfits (actually very cool, much better than running around in rags IMO) / and an Eternal Ferrystone (used to fast travel around, consumed on use, normally expensive but I believe DD:DA severely reduced prices ... but now you don't have to restock!)

Dd Dark Arisen
Dragon's Dogma: Dark Arisen is basically Dragon's Dogma, with all the DLC included. Maybe not all of it, but quite a lot. There are some new quests, new armours, and a hell of a lot of bug fixes.
If you've played Dragon's Dogma, there's not much need to get Dark Arisen. If you haven't played Dragon's Dogma, get Dark Arisen and have a ton of fun, that game is awesome.
