i've translated it on bing translator to "love you" but i've heard that it has a different meaning from "ich liebe dich" which is "i love you"....which really doesn't make much sense to me....anyone here to clarify?

it sounds like "love you" to me. if, for some reason, in some part of Germany, there's a slang subliminal message that makes it differ from its dictionary translation, or from "i love you," then it's not evident in the words themselves.
Ich liebe Dich = I love you
Liebe Dich = love you
ich = I
liebe = love
dich = (accusative) you
so , it simply means i love you
liebe dich = love you
Du = You,as YOU are my love
Dich = You,as I love YOU ->> object
Liebe = love.
Love you.
It mean... love you ...
