I've downloaded a program Paint.NET which I love, but it has limited rendering capabilities. I also downloaded a free trial of something closer to photoshop which CAN render EPS, but I can't figure out why I can't view anything I render in EPS. None of the programs in the dpreview list will export to EPS. You need a graphics program (vector) to render to EPS. Take a look at the programs the first Answerer provided links to.
