In the states where minors are allowed to be tattooed with parental consent, it's usually sixteen. However, it's still up to the personal discretion of the shop owner, as well as the artist doing the work. My boss put a sign on the door saying 'absolutely no minors'. A lot of studios just don't want touch a minor for any reason. Shop around.

I live in Oklahoma and I dont't think there is an age limit on piercings, but you have to be at least 17 with a parents concent to get a tattoo.

I remember I wanted one when I was 16 and the guy said as long as I had parental permission it would be ok. I decided to wait it out and got it when I was 18. But if your parents are cool with it, let them come down with you when you get it. Besides, its good to have some support when you're there.
