100cc Scooter - Low MPG?

Hi, I've got a 2 stroke scooter as a little run around, a Benelli K2 100. It was bought as a project, but I didn't touch the engine at all. The thing is, I've noticed that it will only do around 20-25 miles to a full tank! A tank costs around £5 to fill until it's near enough overflowing. I ride it around 3/4 throttle almost all the time, do you think this is the reason why? Or should It still be getting more MPG then that? It's also running a tad lean at the moment, so I think running rich is out of mind. Thanks.

Update:

Hi, thanks for the reply. The only modification is an after-market exhaust system. But comparing it to a 50cc 2 stroke scooter (That revs higher), they will do around something like 50mpg+?

Update 3:

I haven't done anything to the exhaust, it still has the baffle in. It's just a bolt on after-market one, it's not blowing either.
