Ok most will say this is pointless but anything can be done with knowledge. I'm trying to take my sterling colum to a race colum so factory bs needs to go therefor I'm making a centre counsel with all my switches I need wiring diagrams and colors so I know what goes we're. I wanna have delay 1/5. Low on. High on. And a push button for wiper spray. All on toggles. And my hazards aswell. Plus need the same set up for a 3 way selector toggle for turn signals.. Bear in mind this is all centered around a pro prerunner that's street legal.. PLESE HELP AS MUCH INFO AS YOU CAN give and pics or vids

You aren't running delay off of a toggle. It uses a timer circuit to set the delay times. You will need some sort of timer circuit to do that no matter how you cut it. Absolutely pointless, a rheostat/potentiometer type (just like stock) is the best compromise and easiest way to accomplish delay.
Edit: To clarify, the wipers always use 12V, otherwise wiper arm speed would decrease as frequency decreased, which is bad. This is unlike the heater, where the resistor pack decreases the actual voltage to the heater blower motor. The delay module (or PCM/BCM depending on vehicle) only changes the frequency of when the wiper motor is triggered to wipe.
