I just spent time on the same thing. Decided on a Sig P938 last week. It is way more compact than a Rock Island or a Taurus PT1911, but it's made in the USA and with exception of not having a beavertail safety has all the 1911 features/controls. Tight as a drum and really great fit and finish. Some of the initial quality concerns are now behind it too. If you want a full-size 9mm 1911, Rock Island or a Taurus PT1911 are your only choices without going to something used.
There is currently a genuine series 70 Colt 1911 on my local Armslist for $750. If I had the cash available, I would already be figuring out where to meet the seller.
Buying quality used gear is often just as cheap as going with a second tier manufacture to save money.
If you want to buy new though, I have never heard anything bad about Rock Island. I'm not a fan of anything Taurus makes.
The Rock Island armory is definitely a good choice in this price range but: be aware that buying a 9mm 1911 is BLASPHEMY! A 1911 should really be .45ACP unless you already own 10 of them.

Consider a Rock Island Armory Standard GI in 9MM......

I do not understand 9mm 1911's
you can get a good para for that price range but I would get a real 1911 not a 9mm

Taurus actually makes a decent product, and it's hard to go wrong with their lifetime warranty.
Their 9mm 1911 is finicky on magazines, though. It likes Mec-Gar.

Rock Island Armory is probably your best bet, or a Regent.
