Argonian, Dark Elf, Khajit, and Nord are probably the best decisions. It's still you're choice, but Argonian is more resistant to poison, and can breathe underwater. Khajit's (which I picked) have claws (+15 Attack when unarmed), Nighteye (Ability to see at night. You have to use it, it's not auto.) and are better thieves because of their stealth. Dark Elf's are resistant to fire and even have a spell that surrounds them it it. Nord are well rounded, and have a move that makes them shout (not a Dragon Shout, but a regular shout) and it will scare off some enemies. People in Skyrim are also racist, so if you want to make a good impression from the start in most cities, be a Nord.
Well i've three characters, 2 are just right, 1 is female, unarmed fight badass chick (an exlpoit ) blah blah 1 is my essential character with dragonbone stuff that a sword that does 500 damage ( i used the potoin exploit) blah blah but right here is my BADASS DOVAHKIIN! Level 81, yeah thats right 100 in each talent and each perk unlocked etc all the stuff the dovahkiin wears in the trailers ( metal sword (480 damage no enchantments) Iron helmet ( protects me more than dragonbone helmet with the aid of about 40 due to improvements) Studded armour ( 70 greater than deadric ) Iron Gauntlets and Iron Boots are 25 greater than dragonbone and Iron banded defend, 55 greater than dragonbone) No enchantments simply upgrades. I did add a ring that increases my 1handed wielding via forty five% and an amulet of talos. All 3 words of unrelenting force shout the enchantments for fus ro da from paarthurnax and the upgrades available from the dragonborn dlc aswell. Nord! Tweaked it a bit bit from default nord however looks badass. Blue eyes aswell. No partner, BADASS! And its now not even on pc, its XBOX360 So that is just how the normal DOVAHKIIN is. Oh and he is male
Making the best character depends on a number of things not just what you mentioned above. What is your playing style? Do you like up close confrontation? Do prefer to sneak around enemies? Do you prefer swords, magic, or bows? Simply the "best character" is one that you create that has perks that compliment each other. Like the light armor perk that grants something like an extra 10 armor rating if your wearing all light armor or something like that.
Any race can be proficient in any fighting style and any weapon or armor.
As for armor, I prefer the nightingale armor set. (my character is a thief/assassin)

In order to make my character as efficient as possible I stuck with only a few constellations. Smithing, Bows, light armor, sneak, one handed weaponry,and lock picking, pick pocket. Making me a very efficient assassin/thief.
