Does anyone know where I can get free software to make something like this?

I'm not talking about the video style or any of that fancy stuff, but to change the pitch or tone of a voice in a video. Let me just say it again NOT THE VIDEO PART JUST THE AUDIO!!! Now I've downloaded a few programs that edit the pitch, but all they did was stay on the same note and put the audio at a higher octave. What I want is to be able to change the sound of a voice to any note on the chromatic scale that I want in order to make the voice match to the pitch of the music. Is there any software out there that is free that would allow me to do something like this?
