My friend and I were talking last night about homeschooling our children, when they became old enough to have to go to school. It just doesn't seem like the school around here in my town, or any where in this state really want to teach children about anything. We were thinking about having our children (since around the same age) do the work together. Another friend said she wanted to do the same thing, and join our decision. My question is, could we hire a tutor, or a teacher to help us teach the children or is that against the rules some how?

It all varies from state to state. If you get too big of a group together, some states consider it a "private school."
IF, however, you're simply private families getting together who *happen* to use the same curriculum, who's going to complain?
