It is not free.It costs 500 Euro pro semester. It is a peanut compared to our system which will increase again this year even in the recession.The marginal tax rate is higher in Germany than in the US.The goal is equal opportunity,rich and poor alike.The education is free from Kindergarten to Ph.D. But it does not mean everyone can.The government pays it,and it has rights to be tough in quality.
i think the taxes are higher, but used well so the citizens do reap the benefits. check out some of the scandinavian countries. high taxes, but use it to take care of their people. unlike america. hey, i am american, but do realise this.

Through tax dollars of course! Taxes are very high in Germany. They can afford to spend money on colleges and universities.
