For the last 3 weeks, in my neck, my lymph nodes feel swollen. They are not squishy but hard, and they are not big, probably between 1-2 cm. I am not sick at all and all I have had is an occasional stuffy nose. In the back of my head as well is a bump that should be there called the occiput but that lately seems to be itchy and swollen as well. I'm only 16 and is their a chance that could be lymphoma or a brain tumor or is this normal and caused by a stuffy nose or allergies and sneezing throughout my area.

Go see a doctor, it could be something that is not important...but it could be something you need to take care of, in that case, don't waste time wondering--go to a doctor and find out.
I think you have what is known as a goider. (I think thats how it is spelled). But anyway it results from either a deficiency in iodine or too much iodine in your diet, I believe. Honestly, you should see a doctor.
