Example:
Local 1:
State Wages: 10k
Local Wages: 9k
Local 2:
State wages: 11k
Local Wages: 10k
If my total wages were only 11k how can my local wages combined be more then total wages. Similarly, both are in the same state why would the state wage vary?
Update:Local 1 and Local 2 are in the same state

it might be possible that some of the wages paid are not subject to state income tax but I can't think of any
You would have to ask you payroll people for an explanation. It differs from place to place.
They aren't more. None of those figures is more than 11K. What you are seeing is what portions of your wages are taxable in each locality.
