Nearly 7 months is a very long delay in having a case officer allocated and I've never before heard of it taking that long. Were you sponsored by a relative or a state government? Are you sure that DIAC has received everything they need from your sponsor? Did you lodge your application yourself or did you go through an agent? If you went through an agent, what do they say about the delay? Have you had any communication from DIAC since you were given your reference number?
One of your answers is from a migration agent touting for business - be wary. Make your own enquiries or force your agent (if you went through one) to make them for you.

Your other question indicates that you may be from Sri Lanka which is rated as a 'high risk' country by DIAC. If that's the case, 7 months isn't long to wait for a case officer to be allocated. It may be several months yet.

If you are in India, the Australian High Commission (AHC) in New Delhi is still assessing student visas filed in the first week of September. My sources tell me that they are chronically behind in their visa processing due to being short-staffed during the annual religious festivals of Dusshera & Diwali.
In terms of your matters, often the AHC delays processing on the following grounds:
(1) If you have passed your case through an incompetent or "irregular" agency; (unofficial policy); or
(2) If your documentation is hopelessly out of order or incomplete.

I find it very strange that you have not received a case or file reference number as yet, depending in what country you did your lodgement I would be sitting on their doorstep. If you live in Canada, we have the Australian High Commission in Ottawa.
