if pc is rather small then the asus 960 would be better

if your planning to play maxed settings on some games or hit higher settings in games like bf3 and some games that can find 4gb of video ram
id suggest this 4gb model of the card

please note this card is only really ment for 1080p gaming
Best Gpu Brand
It doesn't really matter what brand you chose as they will all have the same gpu core inside. Since your not overclocking the cheapest gtx 960 you can find will be fine. I personally use Asus poseidon gtc 980ti , but their pricing is very aggressive so maybe a xfx, or zotac version?
All variations on the GeForce® GTX™ 960 use the nVIDIA® GM206 (128-bit Maxwell Mod 1) GPU and GDDR5 video memory clocked to at least 1750 MHz (GDDR5-7000). ASUSTeK has three variations on the GTX 960 (viz., GTX960-MOC-2GD5, TURBO-GTX960-OC-2GD5, STRIX-GTX960-DC2T-2GD5) of which I am aware. If your case has air-inlet restrictions, I recommend the TURBO-GTX960-OC-2GD5, which draws cooling air from both flanks of the card and exhausts heat straight to the rear, out of the case cavity.
All the manufacturers listed this Question have GTX 960's with "in-the-case" fansinks that draw air perpendicular to the card and exhaust the heat in a plane parallel to the card; such cards require considerable care in terms of providing cooling air and sufficient case vent area.
In no particular order the following are good brands to pick from: Asus, Sapphire, Zotac, EVGA, MSI, Gigabyte.

I don't know about the best but I'm suggesting Zotac, I'm using it almost for 2 years now and runs really great..
It doesn't matter that much, though ASUS will not be your cheapest option, Zotac or MSI would be the go-to for that, or XFX if you catch a deal.
I like Sapphire for AMD cards. I heard EVGA is best for NVidia cards. I always buy Sapphire.

I generally go with EVGA as their warranty and step up program are the best.
