Im using windows 7 home premium.
I was able to change my desktop background once from a picture i found online. Then I had a virus and had to do a system restore. Now everytime i try to, i'm unable to change my background. If i try to do it from "personalize" menu, nothing happens, yet i can change it to a solid color. If I right click on a picture i found online and select set to desktop background, it says "access denied". Same thing if i try to change it from my photo's folder only it says "an internal error has occured."
Update:i used norton antivirus to scan and it found some and deleted them supposedly but its still not working.

That's not good. This seems a lot like something a virus would do to your computer.
Note that a system restore may not necessarily remove the virus. System Restore never deletes any programs you install, so the virus may still be there.
Try scanning your computer using an antivirus preferably Malwarebytes) and see if you find anything. If you don't, and the problem persists, I'd strongly suggest that you back up your files and format. Something like that, while being a last resort, will certainly fix the problem.
Just delete the old image (in the windows system folder) and restart the computer and insert your picture choice. It maybe though, consult an expert to do it for you.
You still have a virus. Do a wipe and load, or if you have a good virus scanner, use that.
