This means that you can apply for a picnic permit with alcohol on a first come first served basis, but it also gives them the option of denying your permit, and will cost you an additional $25 dollars for the privilege of drinking a couple of beers. I've been to Captree many times and I think what you're asking is can you drink while your fishing off the docks there. The answer to that is a positive NO.
