I have a directTV satellite disc left in my backyard from previous tenant. It is not active.
I called directTV come to disconnect and take it away. They gave me bunch of BS said it is on my property, it is my. Will cost me to send people come in to disconnect it.
Does it make any sense to you? I am sure directTV company has no problem coming into your property to install that when they got the business , now I have dig it up and trash it. I am sure the dsc itself cost cable company some money too.
It is not active(no subscribed from previous tenant long time ago), is it safe to dig it up and cut the cable?

Yes it's safe to dig up & cut the cable. Directv tells you to leave your dish when moving. I think they figure they may have a 50/50 chance of someone reactivating the service.
Absolutely safe. Rip it out. Throw it away & get on with your life.
