I got a citation for a dui under 21, I wasn't drinking but the cop insisted I take a test, it came out to be 0.04 percent. I stood just over the line. How serious is this offense? Should I plea guilty, although I know I'm not?

If you weren't drinking, how did you blow a .04? That's the part you'll need a really good mouthwash-won't-cut-it answer for. Or go with guilty.
Plead guilty, then make a run for it outa the courthouse while the police chase you. Trust me it works i've done it beofre.
If the reading came back at 0.04 you're busted. They will not take your word that you weren't drinking.
Heavy fine, driving ban, huge insurance costs for many years to come.
Pleading not guilty when the reading was 0.04 will just pi55 off the judge and he'll go to the maximum penalties he can.

If you are under 21 any level is illegal, so 0.04 is more than enough for a conviction. The penalty will be substantial. Expect a fine, suspension of your driving privilege, and possibly probation and/or alcohol awareness classes.
Is there a legal reason you can justify a level of 0.04? That is the equivalent of two cans of beer.
If the result came back at 0.04 then that's what it is , so you really don't have a choice
No. You should prove that you weren't drinking then. This is serious and you might lose your license.
