Because of her fall she is anxious and because of you making such a fuss about the stairs going up and down that is making her even more anxious........stairs are not suitable to have a pup going up and down and especially a large breed pup so that is where you went wrong in the first place........... now if the 'pup' is over 1 yr old or you wait until it is, you put her on a lead so you have control, no speaking, no looking at her and no touching her, you walk around your ground floor so all she needs to do is follow you and then just walk up the stairs, looking in the direction you are going ( not at her), take it VERY slowly, if she freezes you stop ( so you are silently acknowledging her fear), wait and you can even take a backward step then set off again walking past her so it brings her with you  but everything needs to be done slowly, at the top you turn and walk down slowly always with your eyes just past the the bottom of the stairssoyou arelooking at thefinal stop,not where you think she wll have an issue andstop  again slow paced, turn and do the same again as once she completes it it shows she is trusting in you to keep her safe....now if these stairs of yours are slippy then she should not be going up and down them, as one slip/fall can not only affect her confidence it can also cause a fractured leg
