I guess it all depends on how you look at your Internet service. If you pay for internet service then in some degree you could say that your e-mails cost is the price you pay per month for internet divided by the number of e-mails sent that same month. In this way of thinking e-mails do cost you.
It is possible to access the internet without a monthly fee using hot-spots at places like the Library, MacDonalds, BurgerKing... etc.... and e-mail accounts through Yahoo and many others are free... so in that case e-mails are totally free.
