With guitars like that, value is relative. If there's someone out there who wants a 61 Strat badly enough to pay 19.5K, then 19.5K is what it's worth. And that's just one way of looking at it.
Another way to look at it is to understand that the majority of that 'value' is in this particular guitar's rarity and collector status. But as far as instrument quality goes, 5K for a custom build from a small business luthier would get you far better quality and construction than a 61 Strat, which, iconic as it may be, is still just a mass-produced, bolt-neck guitar.
I am no guitar appraiser so I can't confidently say whether that's a "good price"... feels on the high side but it's not shocking.

Honestly, I don't thinkthe 1961 Strat worth that much. I might say $6K, at most. Refinished item, no, unless the Strat has some collective value, may be owned by Jimmy Hendrix or something. With $19.5K, I could buy 10 good guitars sound just as good, or even better than the Strat. May be you say this is an unfair comparison, but this is true isn't it?
The fact that it's refinished will diminish the value in a lot of collector's eyes.
That said, are you buying or selling? If you're buying, are you doing it for an investment or because you want the guitar?
When dealing with a guitar with this kind of potential value, I would advise you to get a 3rd party appraisal on it. Norm's Rare Guitars in Tarzana, CA is my go-to place for this (I have them appraise my stuff for insurance purposes).
Email 'em at [email protected] to get the details. They'll charge you, but it's worth it to know what you're buying. You'll need pictures and a serial number, and they'll want to know if they're appraising for insurance purposes or a sale.
I really don't think a '61 Strat is worth $19,500. Even if it's professionally refinished and all original, it's probably worth about $10,000. I'm not a professional appraiser or anything like that, but that's just my opinion.
