I want to write a program that gets a list of 40-60 people, takes in the hours they are available and schedules them accordingly to different positions and times. It sounds extremely hard to me because I only learned Java this semester, but what advanced techniques should I be learning in Java to complete this program. Where would you start?

You're right, that IS a hard problem. In fact, it has its own area of research. If you really want to tackle this, do some heavy research on the 'scheduling problem' The overall coding involved with this type of problem is intermediate at most... the main hurdle is the scheduling logic to make sure you cover every case and get a well balanced, effective solution.
