Min Pinscher elbow skin?

While i was laying down on the floor playing with my 7 month old min pin i noticed that on her left hand elbow there was a lump of skin, but it had fur around it and it seemed kind of loose, it doesnt itch or hurt the dog at all but i just wanted to know what it was... is it normal for puppies or dogs to have that on their elbows? and how can i remove it IF possible...

I have 3 min pins and it sounds like a hot spot! I think she needs a vet are dog Tony when he was a puppy (he is now 1 year) got bad hot spot all over because he came from a bad living environment it go so bad the vet thought he had some disease but now he is in a CLEAN house and has never had a hot spot seance! So take her to the vet and talk to him or her

Edit: Min Pin have VERY sensitive Amber one of my min pins is HIGHLY allergic to chlorine and it allergic to some shampoos and fla treatment and she is allergic to tide just like me lol but hot spots run in min pin family

Edit 2: Some hot spots it does not itch that's what tony problems were he did not itch so that's y they thought there was something wrong with him! Go see a vet and get it checked
