It's a complicated question. From my own perspective, I think that far, far, far too much is spent on the military, but if the issue is how Lottery money is spent, it narrows down the problem significantly.

I would suggest you commit yourself to learning how the lottery money is gathered and spent, the entire process - and don't just accept the graphs and figures the NCGovt provides, find out who the auditor is and if they are truly "independent" of the State. Use their figures. Get accurate statistics. You might talk to a reporter at your local paper, or one at the Tribune, or Charlotte Observer, and start your research with what they know. Get to know them on a one-to-one basis with the erosion of the NC Educational system vis-a-vis as the basis. The internet takes a few hours what once might have taken months to research - consider yourself lucky.

A primary grade teacher near Lake Norman with less than 2 years experience had a bake sale to pay for medical expenses due to cancer. Ten years ago, or so. Winter of 2000, or spring of 2001.
I think it was criminal, absolutely criminal, that the State would not help her or her family... Just pitiful... A bake sale among local administrative staff to get money for a teacher suffering from cancer, 2$ here, 5$ there...
I'm glad that I've moved out of the USA. Here, prescriptions cost €2.00, medical cost is free, and my taxes are the same as N.Carolina+Federal. There are grotesque problems with the way things are run in the USA and it's getting worse, and worse. ((Pardon with the info not pertaining to your problem...))
