I am 18 and my sister is 22 now. We didn't get along when we lived with my mom, but my mom sortof forced us to move in together to get along. We both have jobs and are paying everything very well, so money is not the problem. What the problem is, Is that she decided to keep the dogs we have and one is mentally ill and pees everywhere. The apartment now stinks and ontop of it they messed up the carpet. I am also having some issues with her and her boyfriend. My question is if I go and ask management for a paper stating that she can pay for the apartment alone, if I can move out with no worries.

Call a professional in over the dog. He is possibly being cruelly continued in life when kindness suggests he might need to be treated and if you can't afford that it might be better to put him down. You do not have to live in a dog kennel. She should speak firmly with your sister and agree on a few ground rules (which doubtless will all be broken before the 'ink' is dry) on an agreement, because it then puts you in a good position - the high moral ground - to take action for failure to keep her side of the bargain and move out.
Should you move out, do not take either the dog or her boyfriend with you.
If you want to break your lease, the landlord and your sister must agree, in writing, to release you.
