So much of REXX is proprietary and machine specific that it isn't funny. You are taking on a really tough task. I would probably start from SCRATCH, using the REXX code as a working specification.
I know (or, by now, I'm afraid, *remember*...) REXX, but I never learned C. REXX is extremely easy: I used it from its inception. Fetch the IBM training manual, if you can.
