I've seen amplifiers advertise so many watts at 12V, and a higher rating at 14.4V. How do you up the voltage?

That is an example. It is rated at 700W at 2 Ohms 12V, but rated 1000W at 2 Ohms and 14.4V.

The voltage is dependent on your alternator when the car is running and the battery when the car is off, nothing else.
The average voltage with car running is 13.8 volts.
The average voltage with car off is 12.5 volts.
