No but you appear to be carrying a bit of excess weight around the midsection. 36 inch hips are fine but a 32 inch waist gives you a high 0.88 waist/hip ratio making you apple shaped.
But then I don't know if you measured right. Waist is the narrowest part of the torso (above the belly button). Hips are measured around the largest part of the butt.
Your in the normal weight catagory in your BMI for your height so your not obese. Keeping in mind that you feel bloated and BMI doesn't take in muscle mass. Sip a lot of water and you will begin to lose the bloated feeling.
The proportions you gave aren't big at all. BUT, if you feel bloated, you can always diet slowly and lose weight over a period of a month or two. But again, you're not fat, but if it does bother you, it's not the end of the world!
