Your post has been plopped on our desk because, well, it is simply silly. Let's consider why....
Earthquakes, by their very nature, do not announce when and where they are going to take place. We at the Ministry have never heard the weatherman state, "Tomorrow, at 3:15PM, there will be a 4.2 magnitude quake in the Kansai region." Why is that? Because they do not bloody well know!!!
For your information, there is not earthquake season. There are areas more prone to experience them. Tokyo experiences them much more frequently than the Osaka region, but then the Kobe earthquake, very near Osaka, simply leveled the city. Give that some consideration.
As for coming to Japan to make video games, get your resume together, because there are plenty of Japanese who can do that job. If you can't speak fluent Japanese, and thus be able to leverage your English speaking ability, you are going to experience a rude awakening when you try to realize your dreams. We at the Ministry feel that your post would have been less silly if you had simply left out this 'dream' of yours.

Earthquakes can happen at anytime. There is no way to predict earthquakes. In fact Earthquakes happen all the time in Japan however most of them are small that you do not feel. Japan is the most earthquake prone country in the world.

Everyday somewhere in Japan even though small at around M3 or M4.

From what I've researched, Earthquakes always happen, However many of them are not felt.
