Ok so im going to buy an Ipod touch next week, but i am confused as to which one i should buy..I have 2 options the
Apple iPod Touch 8GB, 3rd Gen (Newest model)..($189.99)
or
Apple iPod Touch (2nd Gen), 8GB...($187.98)
Is there the same amount of apps?
Does the 3rd gen work better?

If the second generation only saves a couple of dollars, definitely rule it out. The number of apps depends on what you choose, not the device. If nothing else, the biggest reason to go with the current generation is that if you decide to sell it or trade it in, it will always be worth more, even though the second generation cost more when it was introduced.
Now to throw another fly into the ointment, so to speak, you might get a bigger savings on the second generation by getting a refurb from Apple. It's got new everything except the flash memory which is going to last infinitely longer than a hard drive device anyway, plus a one year warranty, same as if it was a new one. Check them out by searching refurb at the Apple Store online.
Even before you get the device, download iTunes if you haven't already. Also download and read your user guide now. The more you know about your device and its software, the more enjoyment you'll get from it.
Whichever you choose, congratulations on your new iPod!
